INTENTION
This class provides all definitions to describe an actuator if it has no malfunction.
It is distinguished between two values:
Note that this class can be used to describe an actuator that already exists in the environment. Therefore the value adjusted by the actuator, namely adjustedEntity, has the scope machine controlled, visible for the machine. If the actuator does not exist, i.e. the actuator itself has to be developed, the scope of adjustedEntity has to be environment controlled, not visible for the machine.
